With six months to go before the end of their terms, the mayors of the 26 capitals have fulfilled 39.1% of the promises they made during the 2020 election campaign. Research shows that 426 of the 1,090 commitments made by the then elected candidates were fulfilled.
The survey was carried out by g1 and also shows that 23.2% of the promises were partially fulfilled during 3.5 years of management.
Data also show that mayors have not yet fulfilled 37.6% of what they promised.
The municipal elections take place this year on October 6 (first round) and on the 27th of the same month (in case of a second round).
In the analysis after one year in office, in 2022, the governors had fulfilled only 15% of the commitments made.
Initially, 1,091 commitments were considered, but one of them was excluded after reviewing the report. Also, one promise could not be evaluated due to lack of data or information, while another had to be reviewed after an error detected in the verification of the information.
To evaluate the third year and a half of the mayors’ term, the responses received from the administrations up to June 30 were analyzed.
In numerical terms, the result of the evaluation of the promises is as follows:
- Total promises: 1,090
- Fully fulfilled: 426
- Partially fulfilled: 253
- Not yet fulfilled: 410
- Not evaluated: 1
- Excluded: 1
As for the division by themes, promises related to tourism and sports lead in percentage terms of non-fulfillment, representing respectively 3.1% and 3.2% of the total of 1,090 promises.
On the other hand, the topics with the highest percentages of fulfilled commitments include economics (7.9% of the total), public administration (4.1% of the total) and transparency (0.9% of the total).
Considering that the analysis refers to the third year and a half of the mayors’ term, it is possible that the number of promises fulfilled will still increase until the end of their terms.
Methodology
The criteria for evaluating the promises are as follows:
Not yet fulfilled: when the promised commitment has not been fulfilled and is not in operation. In part: when the promise has been partially fulfilled, but there are still pending issues to be completed. Fulfilled: when the promise has been fully fulfilled and there are no pending issues.
For example, if the promise is to inaugurate a work, it will only be marked as “fulfilled” if the work has already been inaugurated. Otherwise, it will be marked as “not fulfilled”. If the promise is to build 10 hospitals and only 5 have been inaugurated, the status will be “in part”. Likewise, if the promise is to inaugurate 10 km of a highway and only 5 km have been delivered to the population, the status will be “in part”.
